World Health Organization (WHO) Framework Convention on Tobacco Control (FCTC)
In 2005, the Philippines ratified the most widely embraced treaty in the history of the United Nations, the WHO Framework Convention on Tobacco Control (FCTC). This global treaty was developed in response to the spread of smoking addiction, the need to effectively warn the public of the deadly consequences of tobacco use and exposure to second hand smoke.
The Philippines is required to comply with treaty obligations such as ensuring that laws are passed on the price and tax measures to reduce the demand for tobacco, protection from exposure to tobacco smoke; regulation of the contents of tobacco products; packaging and labeling of tobacco products, tobacco advertising, promotion and sponsorship, sales to and by minors, and support for economically viable alternative to tobacco.
FCTC Alliance Philippines (FCAP)
A member of the international group Framework Convention Alliance on Tobacco Control (FCA), FCAP is a non-stock, non-profit, non-governmental organization advocating for a tobacco-free society. It is the only organization in the Philippines that effectively addresses tobacco issues in a holistic manner by mobilizing its coalition of organizations. Its network reaches religious and media organizations as well as prestigious associations of health professionals.
Policy advocacy at the core of its functions, FCAP represents the civil society and committed to support the effective implementation of the FCTC. FCAP includes individual members and organizations that are working to prevent Filipino children from starting a lifelong addiction, to protect non-smokers from exposure to second hand smoke, and to help those who want to quit.
FCAP is the NGO member of the Inter-Agency Committee on Tobacco (IAC-T) created to administer the Comprehensive Tobacco Regulation Act or RA 9211. The World Health Organization (WHO) and the Department of Health (DOH) are among FCAP’s partners.
